Keith Moon
For me it has always been an interchanging top two between Keith Moon and Neil Peart. As you eluded too the limited technical ability of Moon is where one may give the edge to Peart.
However, there is nothing compared to the unique sound that Keith Moon got out of his many floor toms and the double bass beats is what cements him as my personal favourite.
Simply speaking nothing, and I mean nothing compares to his performance on "Won't Get Fooled Again", the entire song is just one giant rolling solo. Yet, fits the rythm of the song perfectly.
Also wanna shout honorable mention to John Bonham and Ringo Starr, both very under rated members of their respective bands.
